Binga landmine deaths put CEO on the spot

Joshua Muzamba has been accused of abusing the local authority’s resources

Binga Rural District Council chief executive officer Joshua Muzamba has been accused of abusing the local authority’s resources after a deadly landmine incident at his private property.

Three people died on January 8 when a council vehicle with six people was blown up by a landmine near Muzamba’s Sebungwe Narrows conservancy in Simatelele.

A 14-year-old girl died on the spot and two men were confirmed dead on their way to the Binga District Hospital.

Two survivors are said to be still hospitalised.

A council official, who spoke on condition of anonymity fearing victimisation, said the incident had exposed abuse of council property, including vehicles by Muzamba.

He said the vehicle that was destroyed by the landmine was being used for personal business by the CEO as the council driver was coming from his lodge that is under construction.

“Muzamba may have been inappropriately using company resources for personal use,” the source said.

“We suspect that the CEO is attempting to hide evidence and alter the stated purpose of their visit to Simatelele.

“The lodge is being built in an area where landmines have not been cleared.”

Five of the occupants of the vehicle, including the driver only identified as Mika, were council employees.

 “Four casual council workers and the driver, Mika, were in the vehicle at the time,” the source added.

“Unfortunately, a woman died on the spot, while two others succumbed to their injuries.

“The driver and two young men sustained critical injuries.

“The individuals were traveling from Simatelele shops to the Binga RDC CEO's lodge. 

“Council staff was providing services at the CEO's lodge in Simatelele.”

Muzamba said he could not comment on the matter on Friday as he was getting into a meeting.
