TENDY THREE Investment, a parking management company contracted by the Bulawayo City Council (BCC), has harnessed a total of 6 851 vehicle parking bays in the city with an additional 304 bays having been recorded since November last year thereby boosting revenue inflows into council coffers.
This is revealed in the latest BCC minutes.
BCC’s statistics on expenditure on parking management funds added up to US$647 885,36 for the year 2024 as of October.
TTI was in 2022 awarded a US$2 million tender for vehicle parking management by BCC under the builds, operate and transfer agreement.
The programme initially saw motorists parting with US$1 per 30 minutes parking in parts of the city centre, while in some outlying areas, motorists were paying US$1 per hour.
The amount was revised to US$1 per hour in the city centre after an outcry by the motorists.
The latest council minutes stated that TTI continued to increase the number of parking bays in the city which resulted in increased revenue collection.
“There was an addition of 304 parking bays during the last reporting period bringing to a total of 6 851 bays. From the total, 6 312 were white tolling bays. It was required that a minimum of 7 200 bays were made available in the project area,” the minutes read.

“The project area was also expected to extend to include public transport hotspots like 6th Avenue, with the counterparty TTI also earmarked to work with council’s teams on traffic enforcement.”
The minutes stated that the tender for batching had been recently awarded and the department was working on the procurement of input materials for the production of asphaltic concrete.
“Current pothole patching works had progressed piecemeal through requisitions and use of the jet patcher, while the tender to procure pothole patching services was cancelled and returned for re-tender by the SPOC [special procurement oversight committee],” the minutes read.
“There was a need to improve visibility of the road line marking of all existing bays, with the tender for the same with SPOC. The tender had been adjudicated and was awaiting award.”
BCC noted that extension of traffic enforcement works after the close of business times, and enforcement of illegal public transport hotspots improved during the month of November 2024 with TTI augmenting the city’s internal teams for this exercise.
