Chisango bail application thrown out

HARARE magistrate Marehwanazvo Gofa yesterday said the capital’s town clerk Hosiah Chisango’s conduct in a fraud case was questionable and showed negligence, considering that he was tasked with the duty to sign most procurement deals at council.

Gofa said this while dismissing Chisango and his alleged accomplice Arkims Mandaza’s bail application.

The magistrate said Chisango and Mandaza were facing a serious offence.

The court also ruled that the duo was likely to abscond trial if released on bail.

It was indicated during bail hearing that if Chisango and Mandaza were released on bail, there would be a social uprising since they facilitated the tender for Mike Chimombe and Moses Mpofu’s company, Juluka Endo (Pvt) Ltd, which failed to deliver services.

Chisango and Mandaza will return to court on August 22 pending finalisation of investigations.

Prosecutor Anesu Chirenje alleged that Chisango connived with four other officials who are already in custody and awarded a streetlights tender worth over US$9,2 million to Juluka Endo, a company co-owned by Mpofu, without following due process.
