BULAWAYO City Council has dismissed Zanu PF resource mobilisation chairperson Dexter Nduna’s plans to take over the city’s parking management currently being run by Trendy Three Investments (TTI).
Nduna’s company, known as National Eye Security, is said to be recruiting youths preparing to take over parking management in Bulawayo from TTI with effect from today.
Many prospective job seekers have registered with the company in Bulawayo where they were asked to pay US$30.
However, deputy mayor Edwin Ndlovu said the city’s parking management system was backed by a previous council resolution and was given the green light by the Zimbabwe Investment and Development Agency (Zida), the Procurement Regulatory Authority of Zimbabwe (Praz) and Cabinet as per the laws of the land.
“The issue of procurement is not done by the policymakers, but what we do is that we set the policy framework which speaks to Zida and Praz provisions. The case of parking in the city has a previous council resolution and was approved by Zida, Praz and Cabinet as per the statutes of the land,” Ndlovu said.
“As a council, we are yet to deliberate on the issue of the individual you are referring to, but as Bulawayo, we don’t condone lawlessness and do not want to disrespect our investors.

Sources yesterday told Southern Eye that Nduna’s National Eye Security has embarked on a recruitment exercise which involves opening of accounts by applicants at a local bank and payment of US$10 for fingerprints.
“We were told to pay US$30 for uniforms before having started work and promised a salary of US$500 a month,” the sources said.
Nduna yesterday confirmed that they were recruiting in preparation for taking over the BCC parking management.
“Yes, residents, especially the youths, are being recruited and some are undergoing fingerprint vetting,” he said.
However, sources said Nduna had been allegedly demanding money from TTI since 2022 when he was a legislator.
