Vungu auctions impounded stray livestock

VUNGU Rural District Council (RDC) says it will soon be holding a public auction to sell stray livestock that has been impounded.

Fourteen auctions will take place from February 11 to 18 at different sites.

In a notice yesterday, the RDC said: “Notice is hereby given that there shall be a public auction of the following unclaimed stray livestock on dates detailed below in terms of the Rural District Councils Act [Chapter 29:13] and the Stock Trespass Act [Chapter 19:14].”

The local authority gave descriptions of the cattle, goats and donkeys that will go under the hammer.

On February 11, auctions will be held at Ngamo dip tank, Meadows cattle pens, Beatrices of Buttercups Farm and Hycania Farm.

The next day, auctions will be held at Worcestershire ZRP Farm and Plot 139 Sunberry Farm, with two other auctions set to be held on February 13 at Muchakata cattle pens and Mating House.

On February 14, the auction will be held at Guinea Fowl, Montith Farm and Dopton Farm before taking a break and resuming on February 17 at Ruby and Sivu business centres.

The last auction will be held on February 18 at Rhovile.

“Claims on the livestock can only be made on production of proof of ownership to the Zimbabwe Republic Police in liaison with the Veterinary Service Department,” the notice further read.

Last week, the RDC ran adverts suggesting that a rural general valuation conducted in its locality had been approved and also that any residential and commercial properties under construction within Vungu now need approval from the building inspectors until a property owner gets an occupational certificate.

In one of the two adverts, Vungu RDC chief executive officer Alex Magura said: “Notice is hereby given in terms of section 101 of Rural District Council Act [Chapter 29:13] as read with section 263 of the Urban Council Act [Chapter 29:15] that the Vungu Rural General Valuation for Insukamini growth point, Muchakata Rural Service Centre, Maboleni Rural Service Centre, residential and non-residential properties has been approved in terms of section 101 of Rural District Councils Act [Chapter 29:13] as read with section 262(1) of Urban Councils Act [Chapter 29:15].

“Council shall impose assessed rates upon all owners of ratable properties within the council area in terms of section 99(1) of the Rural District Councils Act with effect from January 1, 2025.”

In another advert, Magura said: “Notice is hereby given in terms of the Regional, Town and Country Planning Act (Cap: 29:12), the Rural District Councils Act (Cap 29:13], the Urban Councils Act (Cap 29:15], Model Building by-law, and Local Authorities Blueprint: Call to Action: No Compromise to Service Delivery by His Excellency, the President of the Republic of Zimbabwe [2023], that with immediate effect all property owners conducting any construction activities or business operations within Vungu Rural District Council’s area of jurisdiction must do so only upon securing the necessary approvals from Vungu Rural District Council.

“Please take note of the following: No building construction must be carried out without a plan approved by Vungu Rural District Council; All construction work must be inspected by Vungu Rural District Council's building inspectors during the construction process and no building may be occupied without obtaining a certificate of occupation from Vungu Rural District Council.”

The local authority added that all buildings under construction should be inspected at the following stages: Setting out, excavation, footing, removal of vegetation, backfill and compaction, window sill level, window head level, ring beam, wall plate level, roof level and the final inspection (finished house-floors, plumbing, plastering, glazing and doors).

Magura also said all trading licences should be obtained from Vungu RDC, adding that the local authority “shall not recognise trading licences issued by any other authority”.
