ZIMBABWE Prisons and Correctional Service (ZPCS) Commissioner-General Moses Chihobvu has been honoured with a prestigious award at the International Corrections and Prisons Association (ICPA) Annual Conference 2024 in Singapore.
In a statement yesterday, ZPCS spokesperson Meya Khanyezi said Chihobvu was proudly representing the organisation at the esteemed ICPA Annual Conference 2024.
This year’s conference, hosted by the Singapore Prison Service from September 1 to today, brings together a distinguished gathering of professionals, policymakers, researchers and stakeholders from the global corrections community.
“Under the thought-provoking theme Enabling Desistance: Beyond Recidivism, participants are engaging in dynamic discussions, sharing insights and exploring innovative solutions to enhance the quality of corrections,” she said.
Khanyezi said the conference delved into a wide array of topics, including cutting-edge trends, technological advancements, community-based corrections, mental health, education and vocational training.
“ZPCS took centre stage at the international forum with a captivating presentation Enabling Desistance in Prisons and Correctional Institutions: A Multifaceted Approach Zimbabwean Perspective.
“The presentation showcased the organisation’s pioneering strategies for incarceration, rehabilitation and reintegration, designed to create safer societies.

“Developed in response to pressing challenges such as overcrowding, dietary constraints, recidivism and health-related issues, these approaches have garnered widespread acclaim.”
She said the audience was particularly impressed by ZPCS’ emphasis on inmates training and development, a critical component in enabling desistance among ex-inmates.
“As the conference continues, Commissioner-General Chihobvu’s participation underscores ZPCS’ commitment to excellence and its role as a trendsetter in the corrections landscape,” she said.
