Copac Devolution Shocker

Devolution of power as currently put in the draft constitution that the Constitutional Parliamentary Select Committee (Copac) reportedly released early this week is a scandal, a civic society leader has said.

Speaking at the Radio Dialogue-organised World Press Freedom Day celebrations, Habakkuk Trust CEO Dumisani Nkomo said while the draft constitution promised a lot in terms of Press freedom, its “scant provisions” on devolution of power are not explicit.

“In terms of Press freedom we have a good draft constitution, except that its provisions of devolution of power are a national scandal.
