COUNCILLORS at the Chinhoyi Municipality have admitted that council cannot run a pay toilet it is leasing.
Speaking during a full council meeting last week, Citizen Coalition for Change (CCC) deputy mayor Chipo Mlotswa wanted to know why council is still leasing the toilet in the park when it has a shortage of toilets at Town House.
She asked officials at Chinhoyi Municipality why they are not using the toilet in the recreational park.
“We seem not to have enough toilets here at Town House. Why can’t we take over the park toilet for people to use when they come here,” Mlotswa said.
However, after lengthy deliberations over the toilet issue, the councillors agreed that they do not have the capacity to run the toilet, adding that it was better for a private individual to run the toilet for a fee.
“Running the park pay toilet is expensive for council. The worker manning the toilet needs a salary and other benefits that might be a burden on council,” Ignatious Zvigadza, a Zanu PF councillor said.

The matter was, however, referred to the housing committee.
Meanwhile, Hunyani high-density suburb resident Richmore Mangwiro took a swipe at councillors whom he labelled non-performers.
“These councillors have failed us no wonder council is failing to fix the perennial water crisis. What can you expect from councillors who admit on behalf of council workers that they cannot manage a toilet or some councillor is benefiting from the leasing arrangement,” he said.
A council worker, who refused to be identified for fear of victimisation, said there was too much interference from councillors in the day-to-day running of council business.
“Councillors should leave us to do our work and they must demand results, the process is ours to manage. No wonder one is forgiven to think that some of them work here because they are always at Town House,” the worker said
The toilet debate arose because of the use of chamber toilets by the public whenever they visit Town House for various reasons including paying rates.
